What is Campaign Budget Optimization (CBO)?

Campaign Budget Optimization (CBO), now called Advantage campaign budget, is a Meta setting where you set one budget at the campaign level and let Meta distribute it across the ad sets in real time — sending more to whichever ad sets are performing best. The alternative is ABO (ad set budget optimization), where you set a fixed budget on each ad set yourself.

Example

A campaign has three ad sets and a $90 daily CBO budget. Instead of locking $30 to each, Meta might spend $55 on the ad set winning conversions cheapest and $35 across the other two, shifting the split as performance changes. Under ABO, each ad set would spend its own fixed amount regardless of which is actually working.

Why it matters

CBO lets Meta's algorithm chase the cheapest conversions across ad sets automatically, which often lowers overall CPA and cuts manual budget-shuffling — but it also takes control away, so a strong ad set can get starved if Meta favours another. Knowing when to use CBO versus ABO is a core structural decision that affects how your whole account spends.

How to use and improve it

Use CBO when you want Meta to allocate budget across several comparable ad sets and you have enough conversion volume for it to optimise on. Reach for ABO when you're testing and need guaranteed spend on each ad set to gather clean data, or when one audience must not be starved. Avoid mixing very different audience sizes in one CBO campaign, since Meta may pour budget into the largest and neglect the rest.

Yes. Meta renamed CBO to Advantage campaign budget as part of its Advantage+ branding. The mechanism — one campaign-level budget distributed across ad sets — is the same.
